The United Kingdom and France Will Dispatch Military Personnel to the Country if a Peace Deal is Reached

The UK and France have signed a declaration of intent concerning the positioning of military forces in the nation if a peace agreement be concluded with Moscow, the Prime Minister of Britain, Starmer, has declared.

After negotiations with Kyiv's partners in Paris, he indicated that the UK and France would "create military hubs throughout Ukraine and build secure structures for weapons and military equipment" to discourage any future invasion.

The coalition members also proposed that the United States would take the lead in verifying a halt in hostilities.

Russia has on multiple occasions stated that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has as yet not responded on this latest announcement.

Background and Continuing Conflict

The Kremlin's head Vladimir Putin began a full-scale invasion of Ukraine in February 2022, and Russian forces presently occupies roughly 20% of the country's land.

"This constitutes a crucial element of our vow to support Ukraine for the long-term," commented the British leader.

Top officials and high-ranking officials from the "Coalition of the Willing" participated in Tuesday's talks.

He stated at a combined announcement, he added: "It creates the pathway for the operational parameters under which allied and coalition forces could function on Ukrainian soil, protecting Ukraine's airspace and waters, and rebuilding Ukraine's armed forces for the time to come."

The British leader went on to say that Britain would be involved in any American-headed monitoring of a potential ceasefire.

Defense Assurances and Negotiation Stances

Lead American diplomat Steve Witkoff remarked that "long-term security guarantees and robust prosperity commitments are critical to a enduring ceasefire" in Ukraine – alluding to a major condition made by Kyiv.

Witkoff noted the allies had "largely finished" their work on finalizing such assurances "in order that the citizens of Ukraine know that when this war ends, it ends permanently."

Donald Trump's son-in-law, ex-President Donald Trump's representative, also took part in the negotiations.

Separately, French President Emmanuel Macron stated that Ukraine's partners had made "considerable progress" at the negotiations.

He said that "robust" safety pledges for the Ukrainian government had been settled upon in the instance of a prospective truce.

Ukrainian President Volodymyr Zelensky said that a "significant development" had been made in Paris, but added that he would only deem efforts to be "enough" if they resulted in the conclusion of the conflict.

Last week, Zelensky indicated a settlement was "largely prepared". Finalizing the remaining 10% would "shape the fate of the agreement, the fate of Ukraine and Europe".

Remaining Challenges

  • Land and security guarantees have been at the forefront of key disagreements for the parties involved.
  • Putin has often said that Kyiv's military must pull back from all of Ukraine's eastern Donbas region or Russia will seize it, dismissing any concession over how to end the war.
  • The Ukrainian President has thus far rejected surrendering any territory, but has floated the idea that Ukraine could pull back its troops to an agreed point – but only if Russia reciprocates.

Moscow currently controls approximately 75% of the Donetsk region and some 99% of the neighbouring Luhansk region. The areas form the area of the Donbas.

The original US-led 28-point peace plan that was widely leaked to the media last year was perceived by Kyiv and its European allies as being disproportionately favorable in Russia's direction.

This led to a period of intensive discussions – with all sides trying to amend the document.

Recently, Ukraine presented the US an updated proposal – as well as separate documents outlining possible security guarantees and provisions for Ukraine's reconstruction, the President added.
