United Nations Council Endorses Donald Trump's Gaza Strip Initiative
A Security Council has voted to endorse proposals put forward by the US president for establishing a long-term stability in the Gaza Strip, featuring the deployment of an multinational security unit and a possible avenue to a sovereign Palestinian state.
Unanimous Backing with Notable Abstentions
The resolution was adopted by a count of thirteen supporting, with both China and Russia abstaining. America's representative Mike Waltz told the UN assembly that it charted “a new course in the Middle East for the conflicting parties and all the people of the territory alike”.
Negotiated Language on Palestinian Statehood
Incorporation of allusions to an self-governing Palestine was the price the US agreed to for support from the Arab states, who are anticipated to supply peacekeepers for the multinational unit.
“The transitional arrangements that we start today must be carried out in accordance with legal norms and respecting Palestinian rights,” the UK chargé d’affaires stated.
Government Opposition Continues
However, on the eve of the UN vote, PM Netanyahu reaffirmed his government’s firm resistance to the establishment of a independent Palestinian entity, casting doubt on whether Tel Aviv will permit the enactment of the internationally endorsed measures.
Key Provisions of the Measure
- Prompt removal of ongoing restrictions on humanitarian aid into the territory
- Establishment of an multinational peacekeeping unit
- Moves towards rebuilding and a possible “pathway to Palestinian sovereignty and sovereignty”
Ambiguous Wording and Stipulations
The mention to independence was a compromise addition to an initial US draft which omitted it. However the language is unclear and dependent, stating only that once the Palestinian Authority has undergone changes and the reconstruction of Gaza is advancing, “the conditions may finally be in position for a credible pathway to Palestinian self-determination and sovereignty.”
Worldwide Response
The wording was insufficient of the firm commitment to the building of a sovereign Palestine beside Israel desired by Arab and Islamic states, as well as EU representatives, but in speeches to the assembly after the vote, representatives from those countries said they were willing to endorse the agreement in the benefit of continuing the current truce and swift steps to assist and secure the over two million Palestinians in the strip.
“Our delegation has ultimately decided to vote in favour of this resolution, a measure that we back its primary aim, namely the maintenance of the cessation of hostilities and the formation of situations allowing the Palestinian population to claim their immeasurable rights to independence and statehood,” the Algerian envoy announced.
Execution Hurdles
The proposal gives general supervisory power to a “stabilisation committee” chaired by Trump, but of uncertain membership. The group has to update the international body but it is not required to follow the preferences of the global organization or by the Palestinian Authority.
Furthermore, it demands the creation of a specialized Palestinian group that is supposed to run day-to-day governance of the territory and the delivery of services, but it is far from clear who would take part.
Peacekeeping Unit Mission
The mandate of the ISF empowers it to disarm and dismantle fighting factions in the strip, but it is quite ambiguous that possible sending countries would consent to engage such factions. Not a single nation has so far committed itself to contributing forces.
Furthermore the standards for changes to the PA, the precondition towards progress on independence, have been hazy.
European diplomats said they viewed it as pressing that the identities of the specialized group to deliver services was settled as promptly.
